I'm sorry that you were unable to create a new database. We purposely disable this feature in PHPMyAdmin to prevent users from creating databases that will not be backed up automatically by our system. If the lack of automated backups doesn't concern you, I'm happy to provide credentials that will allow you to create a new database -- just let me know.
If I may ask, is there a reason why you would prefer to create a new database rather than using the pre-created (empty) database for your application? We'd appreciate understanding the need you have there, such that we might be able to better accommodate you (and other customers who might have similar needs) in the future.
